Start by wrapping the working yarn over the hook (as pictured), inserting the needle through the stitch on your foundation row, and pulling down on the hook and thus pulling the working yarn through it.

Note: There are some variations here depending on the foundation row. If your foundation is a chain stitch, then you skip to the fourth link in the chain. If your foundation row is any other stitch, like single crochet, you are supposed to do three three chain stitches on the end of the foundation row before turning around and working back down the piece.
