The box of casting epoxy has two bottles in it, one with resin and one with hardener. It also included a sheet of very detailed instructions along with suggested techniques and a trouble shooting section.

Measure out equal amounts from both bottles into a small cup. I used an old coffee scoop I found in my junk drawer, and added two scoops of each ingredient into the cup. (Just remember you'll want to use something to measure with that you don't plan to use again for food items).

Now stir and stir and stir for about two minutes. Then pour in your glitter, and stir some more.

Now pour your glitter-filled epoxy into your star molds. I suggest making a few at a time before you figure out your ratio. Also, depending on how large your star molds are, you may not want to fill the molds up all the way. My star molds are very deep, so I only filled them up half way, and even then I think that was kind of thick.
